Its not how far they stick out, (thats covered by other laws) it has to do with tire coverage in the vertical plane. If the fender does not cover at least 50% of the tire, then you need mud flaps. Many states have similar laws to WA.

Raining or not in Washington we have a high limit for our bumpers as well, not sure what it is but you can actually get away with having a drop receiver on.
Yeah, but it doesn't see rain. they still pull me over all the time though, probably just to look at it. hahaha

New Jersey's tire coverage requires tread be completely covered by fenders and (for lifted rigs) mud flap width equal tire width, extending to axle center line.

There are no laws about mud flaps or how far tires stick out in michigan but they will right you a ticket if you are throwing mud, water, or snow back onto other cars so i can see where it can be an issue

Florida doesn't seem to have any tire laws, either. When I was stationed down there, I saw HUGE mud trucks with more tire outside the fender than inside and no mud flaps.
Since coming back to Wa., I just pretty much drive my XJ to work and back and wheeling on weekends.

i never heard of anyone getting bothered in NJ. i know that the law says that you cant have your tires sticking out the side and u have to have mud flaps but i hang out with a lot of people who have lifted trucks and no one follows that rule. i just think the cops in jersey have bigger fish to fry

These are one of those things that I cant seem to figure out why they are so different between states. IMO I think it should be the same or darn near, I know some of us would be in trouble in other states even though were legal in our own. Kinda crazy.
I had no issues with mine. They stick out a little and just got it inspected with a 4.5" lift.
In Va they have the laws about sticking out too far, but you're usually not hassled till its extreme (in most areas) I daily drove my old Toyota with 32s sticking way out with no probs. They are more concerned about ricers here, I got hassled more in my Civic then my bagged truck haha
