Angry motor problems

my 91 cherokee started running real rough so we checked the fuel pressure and are at about 20 pounds. it spits and sputters for a while then it will kind of come out of it for a few minutes. we pulled the fuel pump and everything looks fine. we also have checked for vacuum leaks and cant find anything. anyone have any ideas

your fuel pressure for a 91 is suppose to be between 37-41,I would check your in line fuel filter,and regulator.

i did put in a new filter but i have not checked the regulator

Which filter did you replace?there are actually two,the suction strainer on the pump,and the inline on the frame. the one on the pump is to protect the pump from debris,but can cause flow issues.

the in line one. i also checked the strainer and it was fine.

The only things it can be is,pump,filters,pressure regulator. I would also check your fuel lines,make sure they are in good shape.
