Missing something?

I found the cap at auto part store but it doesn't fit snug. Is there supposed to be an o ring on the bottom or something to keep this thing down?

I have seen the problem of them not fitting snug on my xj and a friends car, not sure why, but I dont worry about it. When I get less lazy I will just throw some tape on it.
