i have a mad ex wife desided to put sugar in my engine on my jeep so it ****ed so i found a 1998 cherokee engine to put in my 2000 cherokee will i need change anything but the cam sensor. idk if the exhaust man will fit or not ?

Depends on the state mostly.

It says more or less that you can switch and older engine into a newer chassis but the emissions requirements are based on the chassis not the engine, so it has to pass the newer emissions testing. If you can put the older engine in and keep the controls of the newer one it is perfectly legal by Federal standards, though each state can make more strict laws.
There are also exemptions for offroad only competition engines which allow non emission engines to be used in racing type applications.
40 CFR regulations are a pain in the you know what to search, but I have learned how to look for some things since I have to research environmental regulations quite often at work
