I have looked in both the Haynes and FSM and it never gives a number in either one. It refers to it as the specified torue setting but both fail to give a number.
Called my buddy who manages a tire shop and he says on steel wheels it is 85-115 ft/lbs. If you have aluminum wheels it goes to 75-105 ft/lbs.

For a 96 XJ the FSM says for lug nuts with a 1/2 x 20 thread lugnut with a 60 degree cone

109 to 150 NM

80 to 110 ft lbs

i used to work at a tire shop and i work at a jeep dealership i would go at least a 100ft/lbs

especially if you wheel it

most vehicles are 100ft/lbs unless it is a honda or a big truck

2008 JGC user manual, page 391, "Correct wheel nut tightness is 95 ft-lbs (130 N-m.)

Just thought I'd toss that one out there!

cheers
