Default lower instrument panel

long time Cherokee owner, but new to this forum.

the hi/lo wiring for my A/C / heater control is fried and I would like to replace it. If anyone can give tips on the best way to do that, let me know.

my real question is, are there suppose to be rivets on the very bottom of the lower instrument panel? (Image attached)

the plastic portion is riveted to the metal underneath. Is this normal or some after the fact bodywork? the Haynes manual doesn't mention anything about rivets anywhere in the instrument panel section.
