Default Loose steering wheel

Not sure I'm using this forum correctly so please pardon the goofs. I volunteered to look at a 1990 Jeep Cherokee Laredo I6 AT 4WD with a loose steering wheel; I mean REALLY loose. I've read the posts from back in 2009 on the subject but I've run into something that wasn't mentioned. After removing the steering wheel there are no bolts visible. Instead I have a metal plate with a series of notches around the edge; similar in looks to a sprocket. Is there a secret to removing that plate? Maybe a special tool needed? Many thanks for any help you might be able to provide.

Are you talking steering componentry loose (TRE's, etc.), or is the steering wheel itself just loose from the housing?

It's the tilt assembly. Feels like the whole thing will fall off at any time. Can't believe it was still being driven.

If you push on that plate you'll notice that it's spring-loaded. It must be compressed and the spring retainer ring removed from the column shaft. I made my own tool to do this but I believe they can be rented/loaned from auto parts stores.

OK, got it. Appreciate the help. Now, is there a tool for getting that ring back on the post?

It's called a lock plate depresser. It has a collar that screws to the shaft, a horseshoe looking bar and a threaded rod with a wing nut.
