I wanna paint my Cherokee's rims a glossy black color, but I'm not sure what steps to take to do it right, and what kind of paint to use.. just wondering if any of yall could give me a rundown of the correct course of action to take.. thanks!!

I power wash mine, hit them with a wire brush and use rhe 98 cent a can Wal-Mart glossy black. My wheels usually stay muddy and they get scratched up. It is cheap and easy to redo them whenever they need it.

Wash and scrub them good. Gotta be clean. Wipe with some mineral spirits prior to painting to remove any surface oils.
Sand them fully if your going to show quality. If you just want to freshen up and plan on using your truck like a jeep, then clean is often pretty good enough. I call em a 20 ft job.
Look great from 20 ft away, not a pass for concours. I get about 2 yrs of good lookin, running year round in all conditions.
Some wire brushes on the end of my electric drill does a good job of clean up. You can swirl with them also.
I generally apply a basic tremclad, rustoleum, by brush or spray bomb. If you just want to keep bare aluminum looking bright, a spray of wheel clear coat works.
Take your time, don't get sloppy, you can mask tape edges and rubber.

To the OP, are you sure you want black? Have you considered plastidip as a trial run to see how you like it.

I'd paint over powder coat, due to price and when they get scratched off-road it won't hurt as bad for a couple bucks of paint. Need to rough up the surface with scotch brite, clean it real good, apply primer, scotch brite, wipe off dust, primer, do that step over until you're satisfied with the smoothness, then paint at least two coats, followed by clear coat glossy, at least two coats.
