Default Lock Help

Ok so Ive used the search feature for a few months now and found some things to try, but have had no luck with the suggestions Ive found.
I have a '91 cherokee laredo and the power locks only work when unlocking. If I try to lock them from the driver side, the only thing that happens is a clicking sound coming from under the dash on the passenger side. I believe its the relays cause I took the kick panels off and there are two there. Could one or both of these be bad?
If I try using the power lock from the passenger side, it blows the fuse that controls the radio.
Ive checked all the fuses and removed the door panels and sprayed wd-40 on all the lock components.
I dont know what to do.

Please help.

Could it be that I need new actuators?
