Default Lift Problems??

Ok here's my problem I've got a 96 cherokee and i put a 3inch coil spacer on the front and and 2inch shackle lift on and my 31 in tires are still rubbing.
I haven't done anything to my suspension.
I want to know the cheapest and easiest way to add a little more.
Do i cut the fenders and use TJ fenders? or would longer control arms help?

Keep in mind this is still my daily driver and a weekend wheeler.

Bumpstop properly and there should be no rub on the fenders. And are they rubbing on turns? If so, probably need different wheels with less back spacing

3 inch coil spacers. Why not go with a suspension lift for 3 inches of lift? Longer control arms wont do anything, I would cut the fenders. 3" coil spacers, 2" shackles, and 2" wheel spacers isnt the best setup for wheeling.
