Legit Reason for no adjuster cable in rear brakes?

Legit Reason for no adjuster cable in rear brakes?
Hi All,
99 Sport. Got my driver's side brake drum and shoes off for replacement and noticed that I had no adjuster cable (like the one in pic that DID come with all my new hardware), and no spring on my parking brake link. I was wondering if there is a reason these items wouldn't be present or if it's just another surprise from PO (meaning: I should put these in, right?) .... not sure of passenger side status yet ... still trying to liberate the drum

No legitimate reason I can think of for those not being in there other than whoever working on it previously skipped a few parts.

Cool, thanks friends. Research hadn't turned up a single pic without said pieces attached, just wanted to 2x check 
Time to put it back together... shout out, btw, to 2Evil4U and Caged for the helpful write-ups! Haynes was entirely useless on any point.
