That's unusual - it is usually the passenger side that wears faster in the rear and sags earlier.
The other things it could be, after eliminating shocks:
Weight - is there any heavy cargo inside anywhere?
Springs: are the front coils seated the same on both sides? If the end of the coil on the bottom is in a different spot compared to the other side, it could cause a ride height difference. Are the leafs in the rear OK? No "S" in them, no broken leafs, same number of leafs on both sides, U-bolts holding tight? Are the shackles the same on both sides. If a shackle bushing seizes, it could be holding one at a steeper angle. It would ride weird in that scenario, too.
Tires - all the same height?

If you had more lift I would guess it was your track bar but that shouldn't be an issue on yours.

In addition to the above advice, I have heard that usually the passenger side is slightly lower so with a driver in the car it looks level, though I have no idea if this is true.

i have the same problem where the driver side is definitely lower. i've narrowed down the reason as to why this is: 1: the suspension is all original. my leaf springs have no more arch - they are both leveled. suspension will definitely need to be replaced. 2. more weight on the drivers side (ie. me plus the full size spare on the rear left).

my vote is on the leaf spring.. could be broken or just could be wore out to hell.... regardless.... should look into some revamping of the leaf springs

I had the same problem in a yj I had. I even had two different lifts on it, 2.5" then a 4.5" lift and still have a problem, can only think the issues was in a tweaked frame.
