Leaf spring replacement-broken front mounting bolt

Default Leaf spring replacement-broken front mounting bolt

This may need to go in Advanced Tech, but I'm not sure. Deals mostly with stock issues. I'm replacing the leafs on my 1994 Cherokee Country, and I rounded off (Broke) the bolt in the front mount of my rear leaf springs on the pass. side. I cut out the old bolt, and got the old leaf out, now I'm stuck with a portion of bolt and nut stuck inside the frame rail in the way of my new mounting bolt. I cut a small hole into the frame rail so I could access the problem area, and noticed that the thin wall (Pictured below...) that encloses the nut and bolt portion inside the rail is rusted out and broken already so I could easily peel it back to get the rounded off bolt and nut out of my way, and then put the new nut on the new bolt. Will this affect anything structurally? good/bad idea?

Please, I really need help on this one guys. Desperately needing a solution so I can fix her and get her drivable.

about the structural bit, I wouldn't be comfortable with it like that so you should probably find a way to strengthen the area but I wouldn't know where to start
