Default leaf bolt question

im 1/2 way through my new 4.5" RC lift with full leaf packs. i have both leafs unbolted except for the passneger side front bolt. i unscrewed it about 1/2 way. you can see threads if you look deep inside. it wont screw out all the way. i tryed pulling it out and no luck. i tryed banging it out and still no luck. the bolt spins in place with a medium of resistance, it just wont move in or out.
any suggestions?

soak it with pb, there is a metal sleeve/bushing inside the spring eye that is more than likely rusted to the bolt.
when i did my lift i had this happen with all four rear leaf bolts and shackle bolts

solution drill a small hole into the spring eye and run a tap into it.
the sleeve i mentioned is rolled steel so it has a seam in it, turn in the tap then turn the bolt until you get the tap into the seam then back out the bolt.

or just cut the bolt and buy new ones

i cant get a good enough angle to cut the bolts, if i cut it then it just means im gana be missing the head of the bolt. i cant get inside the bracket and the outside has a lip that i cant even budge with a BFH..
not really sure what to do.. i tryed heat and it didnt work all to well.. the bolt is still in the same place.

give the drill an tap a try

or burn it out, but do it outside, that rubber stinks and tends to not go out to quick
