Ok I installed a new 14 inch electric fan. Ground wire to negative on battery. Hot wire, I put an inline 15 amp fuse and cut a spade terminal in half and ran to ignition fuse on fuse box. Jeep started fine, fan runs fine. Keyed off engine kept running til I jiggled the key around.. unplugged spade from fuse box. Jeep starts and shuts off fine. So I spliced into an ignition on wire. Again jeep starts fine but doesn't shut off immediately??

That's a garbage installation. Sorry, but it is.
NEVER run an accessory that takes more than about 5 amps from the fuse box. Use a relay, and trigger the relay from the fuse box so the device gets its main current from the battery through the relay.
You might have fried something in the fuse box, or maybe you picked a location that's always hot.
