Default just a few questions

i have a 91 xj that did not come with factory fog lights. I pulled a switch panel from another xj that had the fog switch and when i installed it the harness for a fog switch was already in my dash. So mu question is is the fog light harness integrated into the headlight harness? would i need to get a new harness in order to use the factory switch harness?

Nope. You can just run your own wires. That's the way mine is, tapped into the under-dash fuse block and got some cheap rocker switch.
PO did it, so i don't know where the wires go to get to the bumper, but i can try and figure out for you.

maybe i should clarify. my original plan was to use the factory switch then run new wires to the connector that it pulled with it. but my jeep already has the connector wired in. so i check for the fog light relays and connectors but they were not there. in my headlight harness there are two wires that are not used so i want to know how is the factory fog harness connected to the jeep? is it part of the headlight harness or completely seperate? i can easily run new wires but that basically means i will have two fog light harnesses in the same spot and i want to just use the factory harness if possible.

I just don't remember any XJ trim levels coming with fog lights before 1997. Maybe the Country package did, im not sure.

Honestly, i still would just run new wires with an In-line fuse. Even if you do have an OEM harness, no telling what state it's in. Just throwing my oppinion out since no one else has answered.

If it didn't come with factory fogs, you won't have the relays installed either.
The factory fog wiring isn't the best. They used the relays to interlock the fogs with the low beams with the switch carrying the current.
You'd be far better off using the switch to operate a relay (that you install) in the traditional manner: switch controls relay, relay powers fogs.
