just bought 91 cherokee brake abs

could you explain a little bit more about the problem? you can swap to regular power brakes fairly easily.
when I first got my jeep the ABS tried to keep me from stopping... (it would start slowing down, then the ABS tried to keep the vehicle from stopping entirely) perhaps your problem is similar? I just disconnected the ABS

If there is no hose connected, or no vacuum it will be hard to stop, like you are experiencing, you can check to see if there is vacuum by disconnecting the circled hose while the engine is running and see if it has suction.
if it is connected properly, and has good vacuum, you need a new booster.

just had a quick look online, and I never knew they had one where the ABS pump did the brake boosting?! sounds safe ... go figure.
there was a recall on some of the abs pumps for that year, so maybe look into that
if yours is one of the ones under the recall, the pump has failed / is failing which is why the pedal is so difficult to push
that is a really unsafe system. blow one fuse, and have fun trying to stop...
you should be able to swap it back to the older style non-abs system without too much insanity. you need the booster, and possibly master cylinder from a cherokee without abs and it should be relatively bolt-in. perhaps someone else on here has more knowledge of the swap than i do, and they can chime in on this!

I will try to post some pictures later this is a funny rig the master cyl has three lines two to the preportion valve one to the abs pump that runs too a round cyl on the left of master cyl marked caution uder pressure



them fuses & relays magically fell out after that.
