I'd have a look and see what other supports are there before you start cutting. There is normally a bracket to a rubber mount on the crossmember.

The hose is a vent tube. Likely to the top of tranny or to the front differential .

i checked and there’s already a tube connected to my front diff. Does this mean that the tube being open at this end is fine?
