Jeep won't start when cold

Jeep won't start when cold
I've checked the fuel pump and the battery is good. I changed the cps when I swapped the motor a few months back. It tries to turn over when I turn the key but there's no spark, but when I pull it into a heated Bay and let it sit for an hour it will start. Any ideas? It's a 99
