Default Jeep overdrive only working when temp goes up.

So looking for some advice on what to do with this. I have a 95 cherokee with 4 liter and auto trans, its not 4x4....if that makes a difference.

So I noticed on a cold start and mostly throughout my commute the revs climb to 2500rpm before it shifts and its an abrupt shift....not good for gas mileage, its already bad as it is.

I pulled over and stopped to get something to drink turned the car off. Got my drink jumped back in and waited a couple minutes cause of traffic. As I drove away the shifts were smooth and between 1500 and 2000 rpm like it should be. I noticed the temp gauge was close to half way.

What should I look for? Or change?...

Fluid levels are fine.

did this just start recently?

most transmissions will not shift into overdrive until a certain fluid temp is achieved

Yes, I bought the jeep on saturday. But since I bought it, its been doing it.

It won't go into overdrive throughout the whole commute a good 15-20 minute commute, should be plenty to warm up the transmission fluid, I think. The previous owner said he had the transmission rebuilt less than a year ago. And he has owned the jeep for the last 15 years.

What does the fluid look/smell like? Level good?
Adjust trans cable.

fluid looks red and clear, levels are normal. I don't know if it has an adjustable cable...if it came on 95's then it has it, if not then no.
