Jeep Gone Postal
I have a 89 Cherokee 4.0 and its driving me nuts.
Electrical is nuts and its not getting fuel. are the two biggest issues. Little back story, we got this Jeep from a friend who left a broken out window for two years and it had rain and cats living in it for about two years, as well as, sitting for that amount of time. After we got it, the guy we got it from started it up with the gas that was in it. It did start, but now 6 months later I'm trying to give it a tune up and put a right hand drive conversion kit into it. But until I get it running right I'm not going ahead with the conversion. Right now I'm not getting fuel to the injectors. I cleaned out the gas tank and ran clean gas through the fuel line. But I believe when my friend showed me it would start he shoved a bunch of gunk into the regulator and injectors. So I'm thinking of getting a regulator online cause its less than half price of the local auto parts store. and I'm going to a pick-n-pull to get the dodge neon upgrade injectors. anything else I should check or do while I'm working on getting this Jeep ready to be a daily driver?

check your fuel pump and filter after a car sits for a long time gunk builds up in the tank then if its ran low its sucked up right into the pump then filter either of which may be bad now
the filter is connected to the pump in the tank correct? several months ago we started for a couple minutes which was a bad idea. but monday I did drop the tank and clean it out as good as I could before putting fresh fuel and cleaner in the tank. Does the fuel enter the fuel rail from the front or rear?
not sure on the 89 but on my 96 the filter is attached to the inside of the unibody about 12 inches to the front of the fill neck the fues passes through that and enters the fuel rail at the nearest end to the radiator try disconnecting the fuel line at the rail and see if gas spurts out also u can turn the key to run and see if u hear the pump turn on

When you turn the key, do you hear the fuel pump priming? Should hear a hum for about 2 seconds after turning the key to the "run" (not start) position. I have a feeling your fuel pump is fouled and not running. You can test the plug at the pump for 12v with a test light or multimeter.
I believe (but someone will have to confirm) that the fuel enters the rail at the front and returns at the rear.

Pump should fun a few seconds when you first turn it on, then it runs while you are cranking, then it runs when the ECM gets a signal from the CPS that the engine is running. (ECM grounds the fuel pump relay to do that).
