Default Jeep acting funny

I found a 98 cherokee 4x4 4dr with 254,000 miles on it but it just had a new radiator put in it,new brakes,new shocks and fairly good tires. The lady wanted 1500 for it so i called her and she said she will do 1200 for it i got there and she took a grand for it. Well i was driving it home and stopped at a toll and came to a stop and it was in drive and it was acting like i was tapping the gas at the same time. This happened everytime i came to a stop and it was ideling. What could this be? Fuel filter? It says it just had a new TPS put in it so i doubt its that. Heres the ad for the jeep. It looks black but its actually dark purple

IAC= idle air controller, when they go bad it will keep searching for the right idle speed, you could try cleaning it to see if the helps, but most likely needs replacement

Were is the IAC? How hard is it to replace?

very easy right on the throttle body 1 plug 2 screws check my post for link to what it looks like
