Default Jeep ac

hey its the middle of winter here last night i was looking under the hood because i smelled antifreeze my gasket on the cap will leak sometimes until it warms up when its really cold here but i noticed a little bit of wetness on one of the ac lines so i turned on the ac to make sure i didn't have a leak in the ac system and the clutch wont spin unless i run the defrost and it comes on then goes off, my question is do our jeeps have a temp sensor that would cause the compressor not to come on because of how cold it is? its been about 6-28 degrees here the last week or two. the spot could have been a little antifreeze seems like i have to tighten up my hose clamps on my radiator every 6 months since i replaced it with a radiator with plastic tanks. this is a 91 cherokee

It has to be above 30*F for the AC system to operate.

Refer to the Owner's manual. "Window Fogging".
