Interior Door Rust

Interior Door Rust
Today I was changing the speakers in the driver and passenger doors on my 01 XJ when I found some rust on the bottom of both doors. Its not on the outside of the door, only on the inside. Just wondering if anyone has experienced this before and what may be the best possible way to combat it. Should I sand, prime and repaint or if its going to be a rust trouble spot can I get away with putting a rubberized undercoating or something similar on top after removing the rust? Any help would be greatly appreciated.

It's at the same level, however, mine is on the door itself, and not on the body....its not bad. One spot has a little bit of bubbling...but the length of the bottoms of both doors have some orange color to them.
