Is the bolt at an angle?
I did a lift a few mos ago that had all sorts of problems like you're having. Both bolts were seized in the bushing. Just kept spinning but would not come out. Driver's side finally came out, pass side, the welded nut inside the frame broke off. Had to cut a hole in the frame and stick a new nut in there. After cutting the bolt off of course.

Nope, it's not at an angle. Weird. I've got to run into town tomorrow afternoon so if I don't have it out by then I'm just gonna get a new bolt and just cut the darn thing off. That's why it's so hard for me to just "take a quick trip to the store"... the closet store of any kind other than a gas station is about 20 miles away...

wrote a bunch of stuff, pressed post and nothing... anywho... those mini wheels require a 3mm suspension lift. i believe toys'r'us carries it for early model XJ's.
do you have a dremel? u can cut the leaf across at the end, so that you only have the bushing and the bolt stuck in the frame. it will get you much closer to a solution without notching the frame.

Yeah, I have one but I think I'd have to get cutting wheels for it. Haven't used it in a while. My grinder needs new ones too. Getting those would require going into town and if I'm gonna be down there anyway I may as well just go ahead and get new bolts. It's looking more and more like that's the option I'm destined for. It is what it is! While I'm down there, I'll pick up that 3mm lift.
Toys R Us, here I come!
I appreciate all the help!

Just wanted to update...
After many beers consumed, a few sawzall blades ate up, a few busted knuckles, some fancy angle grinder work and an incredible sense of will power not to push it into the woods and turn it into a flower box, it's finally off the jack stands and in the driveway.

Party time! Congrats that was a tough install. Bet your glad its over.
Food for thought on the rear sway bar topic, the UpCountry package has a rear sway delete from factory. So Im sure its fine to run no rear sway if Jeep sold it as such.

Thanks, man! Yeah... very glad it's over. Once I pulled it into the driveway, I was actually just as excited to have the garage freed up! At least I know what to do for next time, though, should there be a next time.
I did go ahead and pull the rear sway bar. It seems... well... wobbly. I'm not sure if it's the lack of the sway bar or the shocks that came with the kit. Any time I've ever bought shocks for anything, they always come banded to keep them compressed. These weren't, but I figured that's how they were supposed to be. I haven't driven it on the main road yet, but we live down a long dirt road and I've got many acres of land so I've driven it around a bit to feel it out, I just haven't gotten it up to speed or anything. We'll see when the time comes.
