if you are really strapped for cash. you should craigslist it in a city near you. from what i have seen there are people putting old lift kits they have taken off for bigger and better kits. you could start there, but if you want a new one, rough country has a really cheap 4.5" kit for like a mear 500 bucks or so with new control arms i think.. thats pretty cheap

The RC 4.5" lift is $455 (with AAL) or $700 (with full leaf pack)!!! U will also want extended brake lines, drop pitman arm, & a SYE!

you dont need a drop pitman arm or sye when going to 4.5'' on a budget.

you will only need to do a sye if you get bad driveline vibs.

I got 6.5in rustys springs off craigslist for $150 last week... guy rolled his XJ and got another and swapped some stuff over but decided to go with D60's and coil kit in the back... There only about a year old...

Theres a guy selling 4in front springs for $30 right now too but he wont answer my emails... asked if it was 3.5 or 4.5 cause i havent seen a 4in lift coil spring for these yet... not saying there not one... but doubt he has 4in...

If you are looking to save some bucks you are going to have to go for a kit with AAL around $450-$500 shipped thats soup to nuts. if you really need new rear springs it will cost about $700 and up. so what kind of cash do you have on hand is really the first question then inspect your existing leafs and if they are in good condition do the ALL. if not and you see ANY thing that looks wrong on your springs then you have to bite the bullet and go for the full leaf packs.

JC whitney I got a 4.5 Rough country lift with lower arms (which are really nice) for like 420 bucks free shipping took 8 days to get to my door.
And the lift measures more like 5inches. I am satisfied but I think my kit was missing a couple parts because my sway bar links would not bolt up with the hardware I was given, I had to improvise and as a result need tighten the bolts every couple hundred miles.

i started off with a 3" rc with addaleafs, and no offense to anyone who likes them, but i pretty much think they are crap. right when i finished putting the lift on i immediately ordered up a budget boost 2" because my jeep was not big enough. i would deffinately look into getting a full pack if possible becuse like you said your packs were flat and so were mine
