I stand by Rubicon Express parts. If you want to build it solid and build it right, why not use quality parts? I don't have any experience with Rusty's, but I've heard plenty of negative reviews. Just my .02.
IMO, for what you plan to do, I'd look at the Rubicon Express 5.5" Extreme Duty Long Arm kit and JCR 1-ton steering. You'd be better off maintaining a relatively low C.O.G., especially if you plan to keep it a DD. Also since you plan on using it in sandy conditions, maximum articulation may not be your biggest concern. Even so, a 36 or 37" tire will tuck nicely if the fenders are trimmed and extended.
