Idler pulley noise!!

Default Idler pulley noise!!

I just recently put a new idler pulley and a idler pulley bolt kit on my Jeep Cherokee 4.0L and it is making a noise and when I give it gas the noise starts to build. The bearing is good also it's brand new I got both parts from Napa. The other thing I was wondering is the idler pulley suppose to spin? I also sprayed some belt conditioner while I'm spraying the belt when on the noise goes away but when I'm not spraying it while still on the noise is there. Thanks!

So you have a new fan clutch? could be water pump.
