idle questions

Hey fellas, so my 90 xj that was born without a man pedal, had an operation now it has a 5 spd. Every now and then ill get a high idle, sometimes 1500, sometimes 2k, sometimes like 1k. Iirc, about 800-900 was the norm? Or 1k? Anyways, I'm wondering is the old tos part of the problem, or is it more likely just the iac? I also have some vacuum lines that I still need to cap off, but they wouldn't give me high idle in random intervals, it would be constant yes?
Also, if its idling high and i just goose it a little it will drop back down most of the time....so, iac cleaning is an obvious answer, but what else could be attributed to it?

Cleaning the IAC never hurts, but it sounds more to me like the throttle is sticking (Also, if its idling high and i just goose it a little it will drop back down most of the time). The IAC controls an air leak based on the CPS input to control idle. Any vacuum leaks would be more consistent, unless it is from a sticking EGR valve.

I would start by having someone slowly move the go peddle while you watch at the throttle body. If it is the linkage, you will see a gap between the lever and the stop screw. Next I would be checking each cable for binding.
Also check the throttle return spring on the throttle body and lube the throttle linkage.
