Idle fully reved up when starting?

Idle fully reved up when starting?
Everynow and then when i I start my 88 cherokee. I6 4x4 auto. It will rev almost to redline like the pedal is pressed down. I'll kill it and start again and it's fine. Could it be throttle position sensor?

I cleaned my 98s iac, it was pretty dirty, if u have an 88 and its nvr been touch then that may help. Made a difference how mine idles. I wrote a write up on how to do so
