Too bad its not an OBD I computer, if it was you could use the "on off trick" and read the codes from the check engine light blinking... I would replace both oxygen sensors, its definately running rich. Also, I would recommend either replacing or at least thoroughly cleaning the spark plugs, they are probably pretty fouled by now and it is not helping your starting issue. It sounds like water did not come up over your engine, so I would try the o2 sensors first, possibly the CPS since its also under the engine (bellhousing area)... It is very possible your cat is clogged, this would cause the engine to run at a low rpm because of restriction and more backpressure. Sorry for the long post, just trying to pull everyones thoughts in and kinda explain them to you. If I explained anything wrong please tell me...

 

Sorry it took so long to get back, when I said I "fixed" the hydro lock I think I did. Before that whole brake lock-up thing it was running like before I hit the water (aside from running rich). The problem this time was my BRAND NEW starter went bad ...... so yesterday I finally replaced the front O2 sensor, and today I'm going to replace the starter again. I'm fairly confident that it'll actually turn over this time!
