How to Replace Black Window-frame Decal?

Default How to Replace Black Window-frame Decal?

I don't know what else to call it, but the black film/decal around my window frames are coming off (See pic below.) Is there an easy way to fix or replace it?

It's weird. It's not paint, it's some covering like rubber, held on by a decaying adhesive as best as we can tell. Underneath is smooth, shiny aluminum. I was wondering if that coating/covering can be replaced.
