Default How to remove and clean lifters?

Im replacing the bad 0331 head in my 2000 XJ and noticed the lifters had an absurd amount of crud on them. I cannot fit my fingers down there and the magnet i have is not pulling them out either. Not sure what to do. Also, What is the best way to remove all the carbon buildup on all of the cylinders?

Replace dont clean .
