Id say 3.5 to 4 inch depending on the width of the tire you wanna run. I have a 3.5 inch lift on my wifes XJ and run 32s but they rub a little on the plastic fender trim. The plus side of staying below 4 inches is that you can usually get by without tcase lowering kit or sye and the smaller lifts are cheaper. But it really depends on what you want.

I have a 2001 with 2" lift (Coil Spring Spacer/Shackle), Have 31x10.5 mounted on stock Ecco rims with no rubbing with on road driving. I have done no trimming, but I did install WJ lower control arms and my leaf springs have no discernible sag. I don't know that I would want to disconnect the sway bar and try major articulation with this set up though.

Depends on what you mean by "clear"
For street driving, 2" will clear 31's.
Go off road, and you will need more than 3" to totally clear 31's.
Properly bumpstop it, and you can get by with 3".
I have extended bumpstopped my XJ, and run 31's with 3" rear, 2.5" front.
I get minimal rubbing of tires on plastic trim. No metal contact.

3 inch will be fine but before you even think about turning a bolt on it to lift it i suggest you learn how to click that nifty little buttion a few inches above this post labeled "search" then type something in it, its amazing what it can do for ya without clogging up the forum with age old questions that are beat to death
