I just did the ground refresh suggested by cruiser54, and put in a brand new starter...takes about 2 seconds to fire. Much better than the 5-6 when I got it a year ago.

2001 xj, 130k miles, fires up as soon as i turn the key no matter what the temp outside

I'm sure all of you living in colder states is making it more difficult for it to start quickly too. I live in CA where the temp never gets below 50. My Jeep starts up instantly (granted I'm not in a Renix and I have a 4 month old tune up)

Did you add the 2 ground wires or just refresh what you had?
