There's a few things to try here....
- First off, do a tune up with plugs, wires, cap, rotor, etc.
- Also, run some fuel injector cleaner....personally I'm partial to the Chevron Techron.
- Here's my secret quick start up trick.
Before I start the jeep on a cold morning, I turn the key to the "Run" position and leave it there for a few seconds. This kicks on your fuel pump and primes your injectors. After a couple seconds of doing this, mine will start instantly. However, if I turn the key straight on with out doing it, mine will take a couple seconds.

With a new CPS at .56 (AC Volts from it unplugged, cranking), and the JY 703 injectors, my old 90 Renix (264K), cold starts in under 2 seconds. (1-1/2). I suspect the better atomization changes the game a little for the Renix. Since I worked on it for the PO, I can say that's the best in 15 years!

My 97 takes like 10 seconds the first start up of the day unless I turn the key on 2 times and let the fuel pump cycle of course mine has been sitting in some dude's yard for 3 years with a hole in the gas tank
