Not sure if I understand your question. If you're asking how it bolts up, the idler pulley bolt goes through the pulley, through the slot on the bracket and threads into the "adjusting block" behind the bracket. That "adjusting block" is held in place by a bolt that is approx 8" long that runs diagonally from the top left of the bracket down to the bottom right. Turning that bolt is what you turn in order to adjust tension on your serp. belt. If your asking which way the pulley faces, the "open" side of the pulley faces the bracket. I hope I helped with all of my rambling.

Its the bolt that goes into that block and right now I have a bolt that goes through thatwith a thingy that goes in it and a big washer that is behind that but the serpitine belt is off the pulley by a couple mm...not sure how it went on in the first place so I am guessing how it goes on...bolt broke and then it fall off and a part

Sounds like the bolt broke because it was rusted in - not because of being overtightened. You need to get the idler pulley bracket off - take off the steering pump first (three bolts accessed through the pulley) then three bolts on the bracket. Get the broken piece of bolt out of the adjusting block somehow, then find another bolt the same size and bolt the idler pulley back in place. Put it all back together again...

Does your pulley have a good bearing in the middle? And you should have the belt completely off for this. When you are putting it on bolt it down tight then put the belt back on. That should do it
