horn problems...
i went in to get my car inspected and they found out the horn isnt working. the fuse is good and there was a bad horn relay in the glove box and the new one was in place. seemed to be good. i took off the horn button and there isnt any power getting to the button. or at least it didnt shock me and didnt put out anything with a meter on it. any ideas? all the other threads said that their relay would click when you press the horn but mine doesnt.

does anyone know how many volts i should be getting at the relay? 12v? i am getting .05. does this mean bad wiring? its an 89 xj
