Default Horn not working

My son's 2000 XJ's horn does not work at the steering wheel, however, when you use the clicker it "toots". This tells me the horn is good and that it could be the relay or the clockspring. Does anyone know if the horn works when pressing the remote if this means the relay is still good? My gut is telling me it is a broken clockspring.

Sounds like a clock spring issue if it works from thee key fob...

Relay is still good, otherwise it wouldn't work at all.

Thanks guys! Was hoping it might be only the relay but it couldn't be that easy
