your sure its electrical?
My fathers wj had its tranny crap out and only shift if it got high revs/ let off. Clutch packs could be shot or missing teeth on the gears

tranny pump maybe going out...did you recently change the fluid on it?
sometimes when you change fluid, the previously made buildups in the line will get knocked off by the new fluid and cause blockages

Check the speed sensor on the tranny. IF it's the AW4 is the same as on my '87, it uses the TPS position and the speed sensor to determine when to shift. Open throttle but wrong / 0 speed will tell it to keep in first. It thinks your stuck in snow or need more power.
If the TCU is the same at my 87, you can hook up a multimeter to read the sensor reed switch while driving. It goes from 0-5 V each time the shaft turns. This tells the trans how fast you are going and whether it should shift up or down. Move wiring harnesses on the transmission case around to see if problem goes away. Mine would only act up when the trans was hot. Always worked fine starting from home.
New speed sensor is around $100 so worth checking the simple electrical stuff first.

I have been going crazy trying to figure this out and followed every problem on here but I fixed mine on accident. I was messing around and noticed my distributor was a little looses ( mind you I had no check engine light on but do now lol) I tightened it down and now the jeep was hard to start and ran like crap (not to bad though) so I must have been off timing when I tightened it down but I started driving and smooth regular shifts. So now it's all good. Just a loose distributor..after weeks of trying everything and being pissed off but now I don't have to buy another transmission and then I gave the damn thing away to my girlfriend.
