High idle codes p0505 p0121

High idle codes p0505 p0121
I have a 99 Cherokee that is idling way high, throws codes p0505 p0121. I started by replacing the iac and tps, I still got the same codes after installing the new ones and clearing the codes, checked for vac leaks and replaced the map, did some testing with an ohms meter and it doesnt look like any of them are getting 5 volts. Any suggestions
