There is no such thing as "HHO".
Those who use that term do so for one of two reasons:
- Ignorance. They didn't pay attention in 7th grade science class, so they don't know enough BASIC science to recognize this for the scam that it is. The joke is on them. "I'll never need to know this stuff!" So, they fall for stupid scams like this. I have no pity for them.
- Dishonesty. They know it's a scam, but they are preying on the people who didn't pay attention in 7th grade science.
When water is broken down into its constituent elements, hydrogen and oxygen, the result is a very simple mixture of hydrogen and oxygen.
That's it. No magical, mysterious new thing called HHO.
That's 7th grade science, folks.
This mixture is flammable, and yes, you can run a car on it.
What you CANNOT do is to get more energy out out of the process than it takes to separate the hydrogen and oxygen.
To use the alternator to generate the electricity to split the water molecule puts a load on the alternator, which, in turn, puts a load on the engine. This requires FUEL. You pay for that hydrogen with gasoline. It ain't free.
In an absolutely PERFECT system, with NO friction losses, NO thermal losses, NO losses of ANY kind, where ALL the energy from the hydrogen is converted to power, the BEST you can do is to break even. The electrolysis would give you exactly the same power that the process consumes.
In the real world, it's a net loss.
You cannot run a car solely on what your alternator produces, and you can't get any gains in fuel economy from it, unless you are messing with the combustion process in a way that fools the PCM into making your engine run lean.
Again, this is 7th grade science.

Yeah, it's called a basic understanding of 7th grade science.
You should try it.
By the way, the burden of proof is on those who are making the claims. This nonsense has been around for a few decades now, and so far, the proof doesn't exist.
It won't, either, until the sun rises in the west and the moon is made of green cheese.

Yeah, but it's fun!
And that's about all it's good for, except for a few very specialized welding applications where the hassle is worth it.
