Yes, there's a safety on the tranny. It's a Neutral Safety Switch, or NSS (see Programbo's post) The NSS often stops working due to old grease inside it turning to poo. You could try starting it in N or wiggling the shifter in P. They're pretty easy to disassemble clean and reassemble. http://www.jeep-xj.info/HowtoNSSrebuild.htm
