First off, i would check the rear brakes, are the pads worn? How do the drums look? Second, you can always adjust the linkage which is pretty easy (assuming its close or the same as the late models)

Those are the things i would start with.....checking out the linkage adjustment would be the easiest to start with though

Not much you can do for the gear box. For the hand brake follow storm101 instructions.

You can try an oil change, check the clutch fluid, but i won't do much if the gears are worn out. Drive it till it breaks.

A complete rebuild would cost more than a complete gearbox from the scrap yard.

More then likely your shoes are worn tighten up your E brake cable linkage. All you need it a 1/2 inch box end. If you do not know where your E brake cable linkage is go to an auto parts store and buy a haynes/chilton repair manual, it will be the best 20 dollars you spend on your jeep.

Go for the chilton. The hand brake adjust is right above the drive shaft.
