Help with Parking Brake not holding on 93 cherokee

Default Help with Parking Brake not holding on 93 cherokee

Hi Folks, I have a 1993 Jeep Cherokee that I've owned for about a year now. I've replaced my master cylinder, rear drum brakes and parking brake cables after the e-brake failed to hold as I was launching my boat on a steep ramp. The brakes stop well with a high pedal but on a hill my e-brake fails to hold the vehicle from rolling backwards. I've disassembled and reassembled everything twice and I see no problems. One thing was the e-brake strut doesn't look like it's in the same position as I've seen in pictures and videos. Mine looks upside down with the low part on the bottom, but it doesn't seem to fit with the curve up? Could this be my problem? Does anyone know which way is up on that part? I do have a friend helping and we've both done brakes in our earlier days so I think we're on track but it isn't holding! I can't launch my boat without it working properly and I want to go fishing! I have all new parts for the drums including all springs, new adjusters, new cables, new wheel cylinders. BTW, this Jeep in located in the Bahamas and parts have to wait for a return trip home as no parts stores where I am.

There is an adjustment on the cable underneath the Cherokee. Here is a link to a similar thread. You can add tension to the cables until they grab to your liking.

Were brake pads and/or cable adjusted after installing?
With drums, it is best to do one side at a time, use the other side for a visual.
Here is a diagram..

Yes, I've read every thread I could find before posting. The e-brake lever will only go to the 7th click till it's real tight, any more pull and I'm sure the lever will break yet still rolls backwards down the hill. And the rear brakes are adjusted pretty tight already.

#15 in the picture is flat but mine has a curve. Is the curve supposed to be up or down?

I had the exact issue after replacing e-brake cables!
At end of cable, axle end, is a spring. That spring fully collapses when e-lever is pulled. This bottoms out the spring, preventing any further movement.
I used a dremel cut-off wheel and cut off 3/4" of spring length.

I suggest verifying this is the issue first. Will need to pull the drum off and watch what is happening in there.

Not sure about the curve, but the spring-end points to the front of vehicle.

I looked at the diagrams in Haynes manual but cannot discern which way they are.
I am most certain from memory, that the arch will crest upwards. Little extra clearance for the axle shaft.
