My 99's got an adjuster bolt near rear, poss same?

Above the driveshaft are the parking brake cables. There are two nuts on the threaded shaft, approx. 13mm.

Loosen the outboard nut and tighten the inboard nut several turns. (it helps to take the driveshaft out but is not required). Test the emergency brake lever and see if it's to your liking. If it is, tighten the outboard nut. If not, tighten the innermost nut some more and re-test.
That's how it's done on my 91.

before you adjust the cable you should adjust the rear drum brakes. if they are correctly adjusted then the cable should be adjusted to fine tune it. but most of the time the shoes are out of adjustment or worn out.

In my owners manual it say mine is self adjusting

In a perfect world they will self adjust some with the rear brake self adjuster. Add a little mud and some age and they don't self adjust anymore.

The self adjusting mechanism may have broken. My drivers side is broken. On the inside of the bottom of the drum there is a little oval hole about an inch long. Inside there, there's a little ratchet gear. Jack up the rear end, and tighten that gear with a flathead screwdriver. Rotate the tire. Do that until you can feel a little resitance from the break on the wheel. I have to adjust mine every few months

I've almost never seen the self adjusters work. I don't happen to use the E-brake much, (which the adjuster depends on), but on other peoples cars also..they just don't seem to work well...

mine randomly started working yesterday never worked right for 2 years, now its tight and works great

Never adjusted either the parking brake or the rear drums. I'll start with the rear drums then do the parking brake. Need a little dust in my eyes.

Bad name for those things. They've never adjusted well since they were invented. Kinda like "no-wax" floors in the 70s. 2 years later they came out with special wax for those kind of floors.

I've been trying to use my adjusting nut to tighten my e brake and I can't get the nut to break free and tighten it. Any ideas?

As I remember self adjusters on drum brakes are activated during backup, that is applying the brakes while going in reverse or the parking brakes is applied.
This information isn't Jeep specific but I would imagine that they work the same way. Here is an article that explains it much better;
