Help needed over heating issues

Actual temperaturewas at 290F gauged and verified I just watched it as it creep up when I started driving and the transmissions gets hard to shift as it goes up
1) shroud is on
2) It is a stant 197 tstat which was recommended
3) it is a two row after market aluminum radiator(new)
4) Radiator fins are in good condition and is clean (it is a brand new radiator)
5) Fuel system is good new pump installed, it starts on one crank, installed a brand new o2 sensor

I've had a similar problem.....(1999 Cherokee with 4.0L)...though my temps only go up when I'm out on the sand. I've read the advice here, and have not had the time to make any adjustments, though I'm figuring to change out the T-stat first.
The fans appear to be working well, though I'm tempted to install a bypass switch to the electric fan (which appears to be activated for the A/C, and not coolant temps), to have it run when I'm in 4x4.
As you can imagine, DW is a bit freaked out, having stalled on the beach, and having to wait until the engine cooled down a bit. She had also turned off the A/C, figuring it would help, but it appears to be just the opposite.
Temps are fine when I'm driving around town, so I'm a bit perplexed.
Any other suggestions.

Engine: 4.0, new lifters valve job with new springs and exhaust valves, preload set with shims

Hard, hot work at low speeds mean less air through the radiator, almost starving for air..so, yeah..more rows in the radiator and some other way to push air through it other than a low speed fan bolted to the water pump,.. like an electric fan....my buddy had a 389 pontiac in California that he bought a 3 core radiator for, with a flex fan,...did pretty good in the desert back in the day, just an example..so you could probably benefit greatly from bigger rad and a big electric fan
