I had this problem with one of mine after changing the starter it turned out that the wires were stripped back to far where you connect the pos and neg on the solenoid and when i put them back on they were touching. The part that tricked me is the wires was in that plastic tube that holds the wires so i didnt notice it on the first crawl under the xj. Not sure if someone already said this solution but its worth a shot

Short of a meter any old bulb can work.
has the wiring been checked yet? doesn't make sense that everything with relays etc would be fine before and an issue now.
edit: starter wiring. start at the starter and work backwards.

Replaced the ignition switch today, no joy. I'll check the wires tomorrow. But if that's not it then the mechanic is coming out on Tuesday. My mother is tired of hearing about it

I took a minute with the FSM and mainly just got frustrated. It looks like power into 30, (that's the actual power for the solonoid), is indeed fused at #10.
Then fuse #19 is to energize the relay via the Key to make that shoot from 30, through, and out 87 to the solonoid.
(the diagram is post #18 Btw)
That wire there from the switch to socket #86 might be yellow with red, or just yellow.

Well problem solved...
Crazy stupid.
The starter mounting bolts, one long, one short were in backwards.
The long bolt was in the short mounting location. It pushed into the
housing, either holding the plunger out or causing a bridge to power
on the contact that caused it to run constantly.
Switched bolts and runs fine now

Nice work there Anony, with the possable exception the diagrammed relay is not layed out like the actual relay.
His issue is that it cranks ALWAYS, unless he pulls the start relay. I'm wanting voltage checked at socket 86 to see if that wire is hot, maybe has shorted to positive somewhere in the harness.
Especially now with a new ign. switch, that would be my best guess.
