Yeah your probably right. Should be in the battery junction box under the hood. Sorry I'm used to new module controlled vehicles with F.E.T. 's rather than relays ha

OK, I found it. Yes, in the PDC under the hood. It's a common SPDT relay. (single pole double through). Just below it there on the top left in the photo is the fan relay. Pull the start relay and stick the fan relay in there and see if that does it.

If socket 86 is getting power without turning the key, the relay probably is not the problem. The wire to/or the switch might be next. If socket 87 has power it's shorting to pos between the relay and the starter. My .o2 anyway!
(30 always has power, and 85 is grounded by the NSS while in park or neutral) If I have that right....
Just thought of something. See if it still cranks when you are in gear........but sheez. CAUTION! It might start....if I needed to go there I suppose I'd pull the ASD relay...

Not a bad idea. No need to disable anything tho. Its cranking as soon as the battery is connected. No fuel no spark to trans psi ect.....

Swapped the starter relay and the fan relay and it did the same thing...

Okay. You need to find out where the s terminal is getting power from. Make sure the little wire at the starter isn't rubbed through and hitting the red cable.

At the starter. The little wire. It shouldn't have voltage unless you turn the key to start. Make sure the two wires aren't contacting metal to metal at any point
I had a similar prob on a sbc. the ign wire was damaged and grounding on a header primary. might simply check the condition of the wiring considering it got rustled in the swap.

Aside from a weak battery over time the started corrodes on the windings and solenoid internally which increases resistance which in turn lowers current draw and slows the starter cranking rpm. Common over various vehicles

Rover, allot can be learned right there at that relay socket. I might first see if it cranks with the relay out. If it does, the green wire to 87 may be contacting Positive somewhere. If that stops it, see if 86 has power when the key is not turned. I'm gonna gamble it does, and you have a bad ignition switch, or something is funky with that wire to 86.
I only understand electrics, and those relays, never worked on a 94.
Those # on the relay diagram are the same for anything they are used in. You can relate them to the blades/sockets by the orientation. That never changes. The #'s on the PDC diagram are for Jeep wiring...I'd guess. See if 86 has juice!
