Help me! This is WEIRD!

The new starter did fix that issue. But now I have a much larger issue that has my jeep sitting in the drive way. I liked my old issue better....

Rover, allot can be learned right there at that relay socket. I might first see if it cranks with the relay out. If it does, the green wire to 87 may be contacting Positive somewhere. If that stops it, see if 86 has power when the key is not turned. I'm gonna gamble it does, and you have a bad ignition switch, or something is funky with that wire to 86. I only understand electrics, and those relays, never worked on a 94. Those # on the relay diagram are the same for anything they are used in. You can relate them to the blades/sockets by the orientation. That never changes. The #'s on the PDC diagram are for Jeep wiring...I'd guess. See if 86 has juice!

Got a HF nearby? Pick up a "cheap-o meter". Or just tape/hold wires to a tale-light bulb. Ground one lead and the other will light the bulb if it has power.

I think Zfrank is echoing what I mentioned before. Remove the ground from #85 by positioning it somewhere other than park or neutral. You effectively accomplished the same thing by removing the relay.
Really all that is left is that #86 is hot when the key is not turned to start.
Most likely the Ign. switch.

Possibly. Everyone that has posted on the thread has covered literally every angle of the issue. Its on you to find exactly what's going on. We're just pointing you in the right direction and narrowing it down. There not much else anyone can do without being there. Maybe find a mechanic friend? Or worst case and take it to a shop.

I had this problem with one of mine after changing the starter it turned out that the wires were stripped back to far where you connect the pos and neg on the solenoid and when i put them back on they were touching. The part that tricked me is the wires was in that plastic tube that holds the wires so i didnt notice it on the first crawl under the xj. Not sure if someone already said this solution but its worth a shot
